GRAY WHALE SWIMS FREE FROM FISHING NET
A California gray whale found tangled in a fishing net off the Orange County coast swam free after a lengthy rescue over the weekend. Whale-watching boats spotted the young cetacean stranded outside Dana Point Harbor with about 50 feet of netting and rope wrapped around its fluke, or tail.

KITE SURFER DIES AT TOPANGA STATE BEACH
A 28-year-old Los Angeles kite surfer who died after being pulled unconscious from the ocean off Topanga State Beach has been identified. The Los Angeles County coroner's office says Dante Torres of the San Fernando Valley was pronounced dead at Santa Monica UCLA Medical Center. An autopsy will determine the cause of death. Sheriff's investigators say a lifeguard at the county beach east of Malibu was watching Torres and another kite surfer Monday evening when Torres hit the water. His rig went airborne but Torres stayed down.

U.S. TO CUT FUNDS FOR WATER TESTING AT BEACHES
Health testing at beaches in California is at risk of being cut under a plan to eliminate federal funds for monitoring whether the water is too contaminated to swim in. Citing the "difficult financial climate," the U.S. Environmental Protection Agency said in its budget request this week that it would do away with $10 million in grants it gives each year to state and local agencies in coastal and Great Lakes states to test for tainted water.

SEAN COLLINS, SURFLINE FOUNDER, PASSES AWAY AT 59
Sean Collins, an avid surfer and entrepreneur whose self-taught ability to forecast ocean swells changed the way surfers worldwide chase the perfect wave, died Monday after suffering a heart attack while playing tennis in Newport Beach. He was 59. The longtime Seal Beach resident was a founder of Surfline.com, the Huntington Beach company that employs a proprietary prediction methodology to forecast global surfing conditions weeks in advance.

SURFER FILES PRODUCT LIABILITY LAWSUIT AGAINST CHANNEL ISLANDS
Recreational surfer Tom Gregg contends that a fin on his Channel Islands board cut a "deep gash" on his right leg when he wiped out off the coast of France in 2009. He said the fin severed muscles in his leg and caused injuries so severe that he will never regain full muscle strength in the injured leg. "The surfboard, fins and their component parts were unsafe for their intended use," Gregg said in the lawsuit, filed Wednesday in Los Angeles County Superior Court. [Editorial note: This is a sad day for the surfing world, as it indicates that the litigious lunacy of the outer world has now extended to what once was a sensible group of humans.]

JUDGE ORDERS CARBON BEACH ACCESS
One of California's priciest beachfronts may become a little less exclusive after a judge sided with state coastal regulators fighting to build a public pathway next to an oceanfront Malibu mansion. In a ruling made public this week Los Angeles County Superior Court Judge James C. Chalfant upheld a 2009 California Coastal Commission order telling Lisette Ackerberg to clear the way for a public walkway to Carbon Beach along the edge of her property. The decision also revealed a private settlement between Ackerberg and Access for All, a nonprofit group that works to secure access to public beaches. In a deal that enraged coastal regulators, the nonprofit group agreed to abandon plans to open a pathway through her property in exchange for $250,000 in payments and attorneys' fees.
